The Government claims the proposals seek to impose a fair balancebetween the wish to provide good-quality care and services with the needto enforce immigration decisions. However, children's charities andsocial welfare organisations are concerned that the scales are weightedtowards immigration.
What is the Government proposing? The paper begins with a welcomeassertion that asylum-seeking children "matter every bit as much" asother children under the Every Child Matters outcomes, and that many ofthe Care Matters measures will apply equally to unaccompaniedasylum-seeking children.
