The measures include a consultation on strengthening children’s trusts and the role of schools, and possible legislation to support partnership working and the role of schools in driving up standards.

Draft guidance has also been published on the role of schools in promoting pupil well-being.

As part of the measures, Balls also announced potential changes to legislation surrounding failing schools, including giving local authorities the power to step in where a school is in decline even if Ofsted has not graded it inadequate.

The guidance and consultation can be seen at www.dcsf.gov.uk.
