A conference on 23 October marked children and young people's charity NCB's 40th anniversary. It was planned and organised by Young NCB, the youth membership network.
Young NCB member Irene Karapetyan, 16, from East Ham in London, said: "Hodge said they know what we want, but they didn't ask us our opinions."
Last week, the bill passed through the report stage at the House of Lords with no significant amendments.
An NOP survey was released to coincide with the conference. Eight in 10 of the 10- to 16-year-olds quizzed in September said the police were vital to their safety. But nearly as many felt the bill would cause tension between young people and the police.
