Ipsos Mori polled 500,000 people and found that views also depended on the visibility of work to tackle the problem, and how much violent crime there was in the area.
The Government's 40 Respect Areas, singled out for their efforts to reduce antisocial behaviour, had some success in reducing people's concerns.
Chris Stanley, head of policy at crime-reduction charity Nacro, said: "This research is unsurprising. Negative images of young people in the media has resulted in widespread fear of young people. To overcome this fear communities need to start engaging with their young residents and find things for them to do to allow them to contribute."
