Antisocial behaviour: Parish councils gain the power to issue fines through rangers

Under the plans, which require new legislation, councils will be able to recruit parish rangers to issue fines for behaviour such as graffiti and littering.

The idea was criticised by Chris Stanley, head of youth crime at crime-reduction charity Nacro. "Parish councils should encourage communities to engage with young people by putting in place supportive, preventative measures to reduce incidents of antisocial behaviour," he said. "The money invested on this would be better spent on positive schemes for young people."

The Government also plans to establish 50 "action areas" with powers to fast-track antisocial behaviour orders (ASBOs) and to force antisocial drug users to take treatment without the need for a conviction. Witnesses of antisocial behaviour will also be given greater protection in court.
