Anti-Social Behaviour: Technical problem delays fines launch

On-the-spot fines for under-16s that were due to begin this month could start as late as April, a police authority piloting the scheme has said.

The launch of the year-long pilot, which will see children as young as 10 facing fines of up to 40 for anti-social behaviour, was announced by the Home Office last May (Children Now, 26 May-1 June 2004).

But the department has confirmed that the scheme has been delayed due to a technical hitch with the printing of ticketing booklets required to issue the fines.

A spokeswoman from one of the seven police forces piloting the scheme said that although the legal powers to issue fines had been introduced in December, it had no plans to start doing so until as late as April so it could work out the implications of the scheme.
