Annex A: Directive 2003/20/EC: Use of Seat Belts and Child Restraints by Children on Buses and Coaches.

This initial consultation paper from the Department for Transport considers how to implement a requirement in Directive 2003/20/EC that member states shall require children aged three and over to use seat belts while they are travelling in a bus or coach.

This paper seeks contributions on how to implement the directive's requirement in a practical way, reflecting the variety of circumstances in which children travel on buses and coaches. Respondents are asked to contribute relevant evidence about children travelling as passengers on buses and coaches; and to suggest how any requirement for them to wear seat belts on vehicles where they are provided could be made effective. They are asked in particular for evidence about the costs and other resource issues attached to any possible solution.

The paper suggests a number of possible solutions, and identifies some of the issues that each solution raises. Comments and additional information will be welcomed on each of these proposals.
