The draft structural reform plan from the Ministry of Justice (MoJ)states places will be commissioned if needed to "replace lost capacityfrom cancelling the proposed Young Offender Institution at Glen Parva",in Leicestershire.
The proposed 360-bed unit at Glen Parva was scrapped in May as part ofsavings within the MoJ, with the new government stating falling youthcustody levels as a reason behind the cancellation. There were 2,070under-18s in custody in May compared to 3,006 in May 2008.
Penelope Gibbs, director of the Prison Reform Trust's campaign to reducechild imprisonment, said: "It seems ridiculous given the shortage ofresources to look at building more capacity."
