Thanks to the Every Child Matters green paper, multi-agency working has become a mantra for everyone who works in children's services.
Be they in health, Connexions or youth work, all professionals who deal with children and young people are being encouraged to join hands, tear down professional boundaries and provide a seamless service.
The children's trusts pilots are already exploring this; as are the experimental identification, referral and tracking projects. Other local authorities are trying out their own models. But one section of children's services has become the wallflower at the party: youth justice.
John Coughlan, director of social care at children's trusts pilot council Telford and Wrekin, believes part of the problem stems back to the launch of Every Child Matters and the Youth Justice: Next Steps document that accompanied it.
