Analysis: Liberal Democrat Conference - Prison is not a place for teenagers

Last week, the Liberal Democrats added a commitment to raise the age of criminal responsibility from 10 to 12 in England and Wales to their manifesto.

The party also outlined plans to end the use of prison service custody for all juveniles. But despite this departure from Labour policy, Liberal Democrat home affairs spokesman Mark Oaten actually thinks the Government isn't doing too badly.

"I think that one of the things that Labour has got right is youth justice," he says. "There is a real positive story in the way it has managed some creative schemes to help reduce youth offending. There are excellent people working in that field. Most are highly committed, have really creative ideas and are doing good work."
