Analysis: Education and inspections act - Sector optimistic asassent is given

After a long wait and a few last-minute tweaks, the Education and Inspections Bill has been given royal assent. But while there is much for the sector to be pleased about, concerns remain over details for some pupils. Nancy Rowntree reports.

When the Education and Inspections Bill was unveiled earlier this year,the question on the lips of the children's sector was: will it supportthe principles of Every Child Matters? Last week the Bill gained royalassent, and there are clear reasons for the sector to be optimistic. Inparticular, there is a new requirement for schools to promote thewellbeing of pupils as well as their academic achievement.

Lisa Payne, principal policy officer at the National Children's Bureau,is confident that this last-minute amendment will help schools deliverservices for children. "Previous Government opinion seemed to indicatethat it thought schools would want to deliver under the five outcomes,but were not required to," she says. "Schools are a core service withinthe Every Child Matters framework so it seemed to be a contradictionthat they were not more clearly drawn in. We hope the Act will encourageeverybody to work within the same framework."
