It would take an extreme cynic to doubt Gordon Brown's commitment to improving the lives of children. The Chancellor's pre-Budget report shows he's willing to put his money where his mouth is. From April 2005, he will extend tax-free benefits for childcare, and he has agreed to fund the establishment of 1,000 children's centres over the next five years.
These will provide childcare as part of their remit to become a "focus for community life".
Employees are exempt from paying National Insurance on childcare vouchers when employers offer them rather than cash. And when employers provide a place in a nursery that they wholly or partially fund and manage, their staff don't have to pay income tax or NI on the benefit either.
