Viewpoint: Opinion - Government must learn from local leaders

My heart sank when I heard yet another call, this time from Cabinet Office minister Pat McFadden, for “disruptors, innovators and creative thinkers” to help make the civil service more effective and stimulate new thinking. Here we go again, throwing the baby out with the bathwater.

The announcement was about making the civil service more productive but it’s clear there are wider implications – what the civil service does is intricately bound up with public services as a whole and has direct impact not only upon policy direction but also implementation. It’s notable that the first two areas for attention are reducing the cost of temporary accommodation and how family hubs can increase the reach of support for disadvantaged families. Both areas which create pressing demands upon local authority funding and time.

The proposed “test and learn” teams are not a bad idea and it’s clear that they’re intended to be locally based: initially in Manchester, Sheffield, Essex and Liverpool and then expanded nationwide. And there is £100mn innovation fund set aside to support them working with local authorities, mayors and their teams.
