Time is the key in secure school reforms

The government announced last month that Oasis Charitable Trust will operate the first secure school in the country on the current site of Medway Secure Training Centre (STC).

When Medway STC was first established, Dr Neal Hazel produced an evaluation for the Home Office where the introduction stated that it was "the latest in a series of experiments in secure or custodial provision for young offenders".

Dr Hazel went on to add that "while Medway is situated at the end of one stage of history, it may represent the first segment of another as the UK government embarks on a major reform of youth justice".

Nearly 20 years later, it looks like history is about to repeat itself - the secure school is an experiment and, assuming it works, the first segment of major reform in youth justice.
