Miliband addresses the 'crisis we cannot afford'

It is 50 years since research started to explore young people's experiences around the transition from school to work.

It is 40 years since the first big wave of youth unemployment challenged policymakers to create new bridges to work for school leavers – through vocational training and life skills programmes in dedicated schemes, further education colleges, voluntary organisations and the private sector.

And it is exactly 20 years since research first brought what came to be called the "Neets" to political attention. The young people who passed through the Youth Training Scheme in the 1980s, and those who experienced not being in education, training or employment after leaving school during the early 1990s, have been overtaken by an explosion of youth unemployment that tops one million.
