ECM might be dead in name but its substance endures

The Every Child Matters (ECM) agenda has been something of a taboo for the past 10 months.

After all, for the Tory-led coalition, it is the other lot that came up with it. Make no mistake: ECM in name is finished, a complete no-go as far as government is concerned. And yet, its reforms continue very much to inform everyday practice across children and young people's services.

While spending cuts will sadly undo many of its achievements, ECM's focus on joint working and multi-disciplinary teams is more relevant than ever. In times of thrift, a high-skilled flexible workforce is a must. Indeed, Harrow director of children's services Catherine Doran expects to make savings of £1.3m a year due to a focus on early intervention delivered by multi-disciplinary teams.
