The inquiry report makes 31 recommendations for changes to the youth justice system, including raising the age of criminal responsibility to 12 and creating an early intervention unit.
Penelope Gibbs, director of the Prison Reform Trust’s Out of Trouble programme, said the inquiry has raised some pertinent ideas for change and such a process should be considered by the British government.
"Many of the issues identified are common with England and Wales – too low an age for criminal responsibility, insufficient early intervention, a distrust of the police by young people," she said.
"Politicians in England and Wales could learn a lot, both from the open and independent process of inquiry, and from some of the recommendations."
