"We need to retain independent inspection. Ofsted reports have shown quality tends to be lower in the PVI sector, especially in disadvantaged neighbourhoods. This is not so for maintained providers. The PVI sector does not like this, but it is important for children to receive high-quality care and pre-school experiences. We cannot trust providers to inspect themselves."
