In her annual report, Anne Owers said there had been little change in the problems facing children and young people noted in the last two annual reports.
Concerns highlighted for 18- to 21-year-olds in adult male prisons include the lack of focus on their needs, underdeveloped bullying procedures and limited staff engagement and investigations into incidents where force was used.
In her report Owers states: "In general, the provision for this age group, with a high risk of reoffending and considerable educational and social deficits, remains insufficiently targeted and funded, as it was seven years ago when the Government manifesto promised to increase and focus resources on them."
