The council said it is necessary to "develop a new model" for youth services, blaming reductions in central government funding for a decision to reduce annual spending on youth services from £1.4m to £400,000 in 2016/17.
The current proposals for youth services involve creating a community-led charitable body called Young Brent Foundation to set the overall vision for local youth services and provide support to the borough's voluntary youth groups.
Alongside this, the borough's Roundwood Myplace Centre would be developed as a flagship youth hub, with its running and management handed over to a community-led organisation.
The council plans to invest its remaining resources in a small team of qualified youth workers who would work closely with community groups and the voluntary sector to share skills, knowledge and resources across the 300 local youth service providers.
This team would actively engage young people in the planning, design and delivery of youth services.
Meanwhile, funding for Brent Youth Parliament would be continued.
