Christopher Hardman, 55, from Batley, West Yorkshire, was working for Kirklees Council when he sent text messages and letters to a number of young women linked to the service.
Using various aliases he asked the girls, some as young as 16, to attend lingerie, topless and nude photo shoots in exchange for money.
He also targeted another woman, aged over 18, who was the daughter of one of his work colleagues.
She and four of the service users attended photo sessions arranged by Hardman, some of which involved the women posing topless.
Hardman did not attend a misconduct hearing held by the General Social Care Council (GSCC) yesterday (Tuesday) but admitted a statement of the facts.
Rosie Varley, chair of the GSCC, said: "Social work relies on the existence of a wholly professional relationship, in circumstances in which users of services have little choice but to be trusting.
"A social worker who abuses this trust should forfeit the privileges which come with registration and be removed from the workforce."
Hardman resigned from Kirklees in 2007 and has not worked as a social worker since.
