
The “Missing Docs” policy is intended to help increase the number of mandatory documents that youth offending teams (YOTs) provide to the YJB’s placement service, so that it can best decide where to place a young offender.
The YJB said that while many YOTs provide all the necessary information on young offenders through the YJB's electronic system Connectivity, some do not do this in every case.
As a result potentially important information on young people, such as their mental state or level of vulnerability, cannot be passed on to custodial establishments.
Because of this, all young people without complete documentation are automatically treated as vulnerable. But this can lead to them being placed in more expensive provision, offering more intensive help than they may require, a situation the YJB wants to minimise.
