The survey of more than 26,000 women by the Healthcare Commission found four out of five were given a choice about where to give birth.
But the survey also found nearly half (45 per cent) of those given a choice said they received little or no information to help them make a decision.
Sue Eardley, maternity strategy manager at the Healthcare Commission, said: “It is important women have the information they need to make an informed choice. The information should be provided by health trusts.”
But George Parish, chair of the Keep the Horton General campaign, warned the level of choice women currently get would disappear if planned cutbacks to many local maternity units go ahead.
