This comes on top of £2m of cuts that were revealed last year and as the council looks to reduce its total spending by £79m over the next three years.
The council is looking to target services at the most vulnerable young people and encourage local community groups to take over the running of youth projects.
Among the proposals is to cut the number of county-council-run youth clubs. The only youth centres that would remain under the proposals would be "those in communities that are identified as being in greatest need".
A public consultation has launched to gather views on where the savings can be made. This runs until 14 October and the council will consider the responses in November. If approved, the cuts will take effect from April next year.
Councillor Peter Evans, the council’s cabinet member for children and families, said: "A number of youth activities have already been taken over by the voluntary sector and local community groups. We are keen to find out what more can be done to support this big society agenda."
