Wales issues guidance to reduce handcuffing of children in care

The Welsh government has issued new guidance which moves to end the use of handcuffs on vulnerable children in secure transport.

The Reducing Restrictive Practices Framework offers guidance on the use of practices, including the use of restraint, for professionals across the childcare, education, health and social care sectors.

The non-statutory framework promotes measures which aim to reduce the use of handcuffs, leg ties or physical force during secure transportation between care placements.

The measures include a requirement for secure transport providers to report the use of any restrictive measures to the commissioning agency.

The framework states: “Welsh ministers are clear that it is not appropriate to use handcuffs of any kind during such journeys.

"Senior leaders should have knowledge of the range and extent of restrictive practices that are used within the organisation. There should be a system for collecting this information across the whole organisation and for each setting.”
