The review of VBS, which sets criteria for people working with vulnerable children and adults, will judge the scope of a future scheme, the function of any relevant safeguarding bodies and how to raise awareness of risk and responsibility around safeguarding.
Home Secretary Theresa May halted previous plans introduced by the Labour Party in June, following heavy criticism from members of the public and organisations that it was overly bureaucratic and would deter volunteers.
The former system required everyone working with children and young people to register with the Independent Safeguarding Authority, as well as completing Criminal Records Bureau checks.
"Any vetting system should not be a substitute for proper vigilance by individuals and society," said children and families minister Tim Loughton.
