Under-fives not consulted for council children's plans

Most councils do not consult under-fives when putting together their Children and Young People's Plan, according to new research.

The report, put together by the National Foundation for Educational Research for the Local Government Association, found that while 97 per cent of councils surveyed consulted with 14- to 19-year-olds, and the same number consulted six - to 13-year-olds, only 35 per cent said they consulted under-fives.

Most councils (91 per cent) gathered the views of looked-after children when putting together the plan, and 81 per cent consulted black and ethnic minority young people. Gypsy and Traveller, lesbian, gay and bisexual, and asylum-seeking children and young people were the least likely to be specifically targeted for their views.

Councils favoured small group events, surveys, large events and focus groups when gathering views, although more creative methods used included blogs and a mobile video diary, which was designed to gather views from young people hanging around on the street.
