Tri-borough children's services arrangement set to collapse

A pioneering partnership to deliver combined children's services across three London boroughs is to come to an end.

Hammersmith & Fulham, Kensington and Chelsea, and Westminster have run joint provision across children's services, adult social care, and public health since June 2011.

The arrangement has resulted in significant success, with children's services in two of the local authorities being rated as "outstanding" by Ofsted last year, and the arrangement frequently held up by government as an exemplar of best practice.

But Kensington and Chelsea Council and Westminster Council, both Conservative-led administrations, have said that they intend formally to serve notice to ditch Hammersmith & Fulham, a Labour-led council, from the arrangement, stating that they will continue to deliver services on a "bi-borough" basis.
