Temporary ban on new inmates to 'unsafe' Feltham YOI

Child prisoners are no longer being sent to Feltham Young Offender Institution under a temporary ban after an inspection found inmates in "appalling" and "unsafe" conditions.

Chief inspector of Prisons Peter Clarke has urged that "significant and enduring support" should be provided to the YOI by government agencies, following an escalation in violence and self-harm.

After a June report warned of declining safety and care following the five-month absence of a governor, earlier this month the inspectorate returned to Feltham A, which holds around 100 15- to 18-year-olds.

The team found a "collapse in performance and outcomes for the children being held", Clarke said in a letter to Justice Secretary David Gauke.

This included long periods of confinement in cells and separation from peers, staff unable to control inmates, and limited access to education and training.
