Adam Walker, from Spennymoor, was accused of racism after using a school laptop to post online comments about immigrants while working at Houghton Kepier Sports College, in Houghton-le-Spring,
He resigned from the school in 2007 after his IT use was investigated by the headteacher.
However, while the GTC panel said it was concerned about the postings it was not satisfied that they were racist.
Instead the panel found him guilty of misconduct for using the laptop during lessons. He has been served with a conditional registration order and is free to apply for teaching jobs.
Christine Blower, NUT general secretary, said: "The outcome of the findings of the GTC is perverse. Teachers are entrusted with a very real responsibility to children, parents, and wider society.
