Spending Review: Department budget forecasts and main measures

The Spending Review set out the budgets for all government departments over the next four years. Here is what this means for key departments for children and families and what new measures were announced by Chancellor George Osborne.

Department for Education

  • Budget to rise from £58.2bn in 2015/16 to £61.6bn in 2019/20

Main measures:  

  • £300m to deliver the expansion of free childcare, plus £50m of capital funding
  • Tax-free childcare to be available to parents working 16 hours a week minimum and earning less than £100,000
  • Protect the schools budget in real terms, which will enable a per-pupil protection for the Dedicated Schools Grant, pupil premium and free school meals
  • Make around £600m savings from the Education Services Grant
  • Provide 600,000 additional school places and rebuild/refurbish more than 500 schools over parliament through £23bn capital investment

Department for Communities and Local Government

  • Budget to rise from £4.6bn in 2015/16 to £4.7bn by 2019/20

Main measures:

  • DCLG budget to be cut by 29 per cent in real terms
  • Local government grant reductions of £6.1bn by 2019/20 – however forecast increases to other sources of income will mean local government spending will be higher in cash terms by 2019/20
  • Plans to consult on changes to the local government finance system
  • Review of local government duties on school support


Ministry of Justice

  • Budget to fall from £6.5bn in 2015/16 to £6bn in 2019/20

Main measures:

  • Savings to the Ministry of Justice administrative budget of 50 per cent by 2019/20
  • Ministry of Justice resource savings of 15 per cent by 2019/20

Cabinet Office

  • Budget to rise from £400m in 2015/16 to £600m in 2019/20

Main measures:

  • Expand the National Citizen Service, enabling it to deliver up to 300,000 places annually by 2019/20
  • Additional £20m for social impact bonds with the focus on funding locally designed schemes and to help tackle issues such as youth unemployment
  • £15m raised through a levy to fund women's health charities
  • Cabinet Office resource savings of £60m by 2019/20
