The report by the University of East Anglia investigated links between neglect and child deaths or serious injuries.
It found that of 139 serious case reviews carried out between 2009 and 2011, 60 per cent involved neglect.
A total of 645 serious case reviews, carried out between 2005 and 2011, were analysed.
Of these, one in six involved a child protection plan for neglect being in place at some point in the child’s life.
In light of the findings, the child protection charity has called for children’s social work teams to improve their handling of neglect cases.
It wants to see every council have access to a social worker with expertise in neglect cases to advise them.
