The Department of Health commissioned the review into the role of the General Social Care Council (GSCC), as well as Skills for Care and the Social Care Institute for Excellence last September.
It aims to discover if there is a need for structural changes and to clarify each organisation's remit to avoid any overlap between them.
But the review, which began before Lord Laming's review into safeguarding was undertaken following the death of Baby P, is still under way and there is no date set for the publication of its findings.
A GSCC spokeswoman said: "Since the review started, there have been a number of significant events which have impacted on the landscape within which we operate.
