The London Safeguarding Children Board - members of which includerepresentatives from the London boroughs, the police, health, probationand fire services - launched the protocol.
The guidance offers advice on how to identify when a child may be atrisk of genital mutilation and how to respond. It also providesinformation on identifying girls who have suffered genital mutilationand the action that should be taken. In addition, the protocol outlinesmeasures that could prevent and, ultimately, eliminate the practice.
The protocol, Safeguarding Children at Risk of Abuse Through FemaleGenital Mutilation, describes genital mutilation as a "deeply-rootedtradition practiced mainly among specific ethnic populations in Africaand parts of Asia" that is used to "control women's sexual andreproductive rights".
