Collins, who was most recently chief executive at the Education Endowment Foundation and previously director of children’s services at Tower Hamlets Council, will lead work to ensure children and young people can recover learning lost due to the pandemic, the government has said.

He will oversee a “comprehensive” catch-up programme aimed at targeting children who have lost out on learning due to school closures during the health crisis.

The government said it will commit a further £300m for tutoring programmes, including the National Tutoring Programme, but released no further details of plans.
