Police have confirmed that their inquiries are focusing on "several victims", all of whom are young people.
A letter has been sent out to parents of secondary school children in the Torbay and Teignbridge areas, emphasising that none of the suspected cases occurred in schools but urging parents to remain vigilant.
A statement from Torbay police said: "Officers are in the process of identifying potential victims and arranging to speak to them. The inquiry is at a very early stage and no arrests have been made."
Police have been working with partners in Torbay, including the children’s safeguarding board, children’s services, health and education, to provide support to the victims.
