Announcing the move, the panel said it had appointed Dame Christine Lenehan, director of the Council for Disabled Children, part of the National Children’s Bureau, to lead the review on its behalf.

Lenehan, who will be assisted by NCB chief executive Anna Feuchtwang, will examine the experiences of children placed in Fullerton House, Wilsic Hall and Wheatley House.

The panel’s key lines of enquiry will consider whether procedures and practices in place at these settings were sufficient to ensure that children were kept safe and well.

The review will also explore if the experiences of the children alleged to have suffered abuse is reflective of more widespread practice and how safeguarding systems could be improved.
