Revamped commissioner role to put spotlight on children's rights

The government is set to legislate to strengthen the role of the children's commissioner for England, with a greater emphasis on protecting the rights of the most vulnerable children.

In her response to the consultation on establishing a new Office of the Children’s Commissioner for England, children’s minister Sarah Teather states that legislation will be passed to ensure the commissioner is more explicitly focused on promoting and protecting children’s rights, based on the United Nations Convention on the Rights of the Child (UNCRC).

The role currently carried out by the children’s rights director will also be incorporated into the new commissioner’s remit, to ensure children in care or those who live away from home for significant periods are afforded appropriate assistance.

While Teather said there was strong agreement that the commissioner should support all children, she said the consultation responses also revealed there should be a focus on the most vulnerable, although the definition of vulnerable will not be defined in legislation to allow for flexibility from the commissioner.
