Probe highlights systemic issues in case of seven-year-old abused by foster carer

An investigation into the case of a seven-year-old girl who was sexually abused by her foster carer has flagged up a number of issues with systems and procedures that need to be addressed.

A serious case review (SCR) reveals that although there was nothing to indicate that the abuse of the girl, who had been taken into care after being the victim of sexual abuse in her home, was likely to take place, there were underlying issues that could potentially leave other children at risk in the future.

The girl was taken into the care of Croydon Council in January 2012 at the age of six after it emerged she was sexually abused by a 32-year-old man staying in the household.

She was initially placed with her paternal grandmother, but within two months an alternative placement was requested because she was unable to care for her.
