
The Probation Inspectorate found that the systems within probation teams that are designed to identify and refer children who are at risk are not "robust enough".
Probation staff - who monitor and work with adult offenders - do not deal directly with children, meaning they are most likely to become aware of child protection issues through the cases of adults they are working with.
But the report found that not all probation staff fully understood the purpose of child protection work or their role in it, particularly where children had witnessed domestic violence.
The report says there were processes in place to identify children and young people linked to offenders and checks were made with children's social care services, but they were not always "robust or comprehensive".
