With evidence consistently reaffirming the importance of quality early years provision, the focus on improving services is increasing.

The introduction of regulatory and legislative changes through the EarlyYears Foundation Stage, Ofsted Childcare Register and developments suchas children's centres, extended schools and the youth offer, means thecall by children's minister Beverley Hughes for local authorities to"drive the process of quality improvement harder" is well timed.

Clear expectations, strong management and cross-sector work are some ofthe ways she envisages this being delivered.

Quality is most effectively improved if local authorities adoptapproaches that combine quality assurance with scrutiny, leadership andgood support.

The new quality improvement principles from the National QualityImprovement Network provide a framework to improve outcomes. Theframework sets sights high and addresses national issues such ascapacity building, integration and workforce development. But there isalso much for individual settings, including self-evaluation, targetsetting, and challenge and support.
