In the letter, the collective, including care leavers charity Become, Adoption UK, Barnardo’s and Action for Children, welcome Gavin Williamson’s promise of a “bold and broad, independently-led review”.

However, the organisations are calling for it to focus on “delivering meaningful and lasting change that has care-experienced people at its very heart”.

“We hope this will lead to a renewed focus on the development of loving, nurturing relationships, improved ways of listening to and acting upon the voices of care-experienced young people, and support that recognises how the impacts of care last throughout a person’s lifetime,” the letter states, noting that there are currently 78,000 children looked after by local authorities in England.
