Ofsted slams leadership at council rated 'inadequate' for child protection failures

A council has been rated "inadequate" by Ofsted after inspectors found that children had been left in abusive situations for too long, with failures in leadership being blamed for the quality of services.

Inspectors said insufficient scrutiny by the chief executive, the director of children's services (DCS) and politicians at Tower Hamlets Council meant that they did not know about the extent of the failures to protect children until the inspection took place.

The current DCS at Tower Hamlets is Debbie Jones, who joined the local authority in July 2015, having previously been in charge of inspecting children's services provision across England as Ofsted's director for social care.

Inspectors found that some services had "significantly deteriorated" since the last inspection of children's services published in 2012, when the local authority was found to be "good" overall with some "outstanding" features.
