
An inspection of the home, which is run by Lancashire County Council, found that both young people staying there and staff have, on occasion, been assaulted by residents or subjected to intimidation, compromising their safety and welfare. ?
"Behaviour management is poor," the report, based on a visit to the home last month, states.
"Staff and managers do not implement clear boundaries to help young people understand the consequences of their behaviour on themselves and others. Consequently, young people are not learning to modify their behaviour."
The report adds that staff do not sufficiently identify, understand, or manage, risk. They do not always follow the strategies outlined in risk assessments, and do not review and update the documents promptly to take account of new information.
"This does not protect young people from harm or promote their welfare."
The report also states that staff do not provide structure, routine or support to help young people staying there to overcome their difficulties.
Lancashire County Council was rated "inadequate" for children's services by Ofsted last November.
Inspectors criticised the local authority for "poor practice" in relation to three children who died in unrelated incidents while receiving services as children in need.
