
Inspectors found that services for looked-after children were not up to scratch in both Medway and Northamptonshire.
In Medway, delays in the completion of health assessments and a shortage of nurses were highlighted.
Meanwhile outcomes for young people in care were judged to be poor in relation to their emotional health and wellbeing, educational achievement and opportunities for continued education, employment and training.
However placement stability was found to be good, with a high number of children staying in a placement for more than two years. The council's capacity for services to improve was judged as adequate.
Medway’s child protection services were previously judged inadequate in February.
