Seven “external reference groups” of stakeholders have been set up by the inspectorate to help it overhaul how inspection decisions are reported.

They have been asked to advise and challenge the inspectorate on its decisions.

The early years and social care focused reference group is chaired by Ofsted’s national director of social care Yvette Stanley.

Its external members include Association of Directors of Children’s Services (ADCS) representative Jo Fisher, who is executive director of children’s services at Hertfordshire County Council, and Social Work England chief executive Colum Conway.

Other chief executives of sector organisations in this group include Mark Kerr from the Children’s Homes Association, National Association of Special Schools’ Claire Dorer and the National Association of Fostering Providers’ Harvey Gallagher.
