Home Office minister Vernon Coaker, a former deputy head, replaces Jim Knight as schools minister with ultimate responsibility for the government's 14-19 education reforms.
Diana Johnson joins the department as the new junior schools minister, replacing Sarah McCarthy-Fry, while Iain Wright joins from the Department for Communities and Local Government. Wright will focus on 14-19 education, young people not in education, employment or training and information, advice and guidance.
Kevin Brennan, former junior children's minister and most recently minister for the third sector, will oversee apprenticeships in a joint role with Lord Mandelson's beefed-up Department of Business, Innovation and Skills. Brennan's office is likely to be at the Department of Business.
