NCS cut costs by 32% through year-round offer, business plan reveals

The National Citizen Service (NCS) has cut costs by 32% over the last 12 months in a bid to “deliver value for money for the taxpayer”, according to its latest strategy.

The NCS – David Cameron’s flagship youth offer which launched in 2010 – cost £72.2mn to run in 2022/23, with £50.3mn budgeted for 2023/24.

Launching its strategy for 2024/25, the NCS estimates it will spend £54.2mn over the next financial year.

The programme moved away from a purely residential offer towards a year-round service in 2022 offering volunteering opportunities for young people in the community and online courses.

Since moving to a year-round offer which includes online courses and volunteering opportunities in local communities, the NCS has engaged 178,000 young people in experiences.

This was 48,000 more opportunities than had been commissioned, NCS chief executive Mark Gifford said.
