Jonathan Stanley, manager of the National Centre for Excellence in Residential Child Care (NCERCC), is calling on local authorities to complete a study into children and young people with high-level needs in their area in relation to placements available for this group.
Last week, CYP Now reported that the closure of at least three secure children's homes would have a knock-on effect on welfare places available for vulnerable children.
Jonathan Stanley said: "We need to balance funds and administration with ensuring that needs can be met appropriately.
"Research into this group that has extensive, complex and enduring needs coupled with very difficult behaviour is needed in order to find out more about their requirements and how they ended up where they are."
