Announcing the remit of her review into children's social work today, Munro confirmed she will look to make recommendations on strengthening serious case reviews, while protecting the privacy and welfare of vulnerable children and families.
She said she will examine how agencies could avoid developing a blame culture and instead find ways of learning to improve frontline practice.
Munro will also investigate whether there is a need for a chief social worker as there is in the medical profession.
Junior children's minister Tim Loughton argued that publishing serious case reviews in full will mean that accountability is shared between agencies including those covering health and the police.
